If it's another player's base, i think it means it's because they're not in the system anymore and therefore their base isn't accessible via teleporter.

I would say it's a good sign that the base computers are. Then click on edit profile. Whenever i use a teleportation terminal, there are a lot of other users' bases. Whenever i select one, it brings up some info, and then says unable to download base. anyone know how to.
