I took a short video with audio after the engine. This can be due to a lack of fuel ( blockage ) or excess air ( leak at manifold ). Just received a new snowmaster 824 and decided to start it up to see how it runs, it sounds like there is some surging during idle.

Surging is always caused by a weak air:fuel ratio. There is a fixed jet in the mikuni and it is inside the carb. Starts on first or second pull (who need electric start) and has plenty of power, but it did have a bad surge.
Typically this type of surge is caused by a clogged primary jet.
The gaskets all looked good and i. If your snow blower does not run quite well, it surges and sputters a bit, you need to look through this blog. You can bend it back pretty easily with a pair of needle. Many times the throttle linkage is bent over time or while replacing or cleaning the carburetor and can be a pain to try and figure out.

If it stops surging the problem is the governor, if it still surges it's your carb.
Most likely the problem you have is that the carburetor is restricted or plugged because of fuel that was left in the the carburetor while it was stored. You will have to remove the float bowl and float to see the brass jet. It does not have an idle circuit as it runs only at full bore. Clean or replace the fuel filter and check the fuel lines for any cracks or leaks.
